Preface

This standard is formulated in order to implement the law of the people's Republic of China on the prevention and control of environmental pollution by solid waste, strictly control the import of solid waste, control the environmental pollution caused by the import of smelting slag which can be used as raw materials, and standardize the import examination and approval of solid waste which can be used as raw materials.

This standard is one of the series control standards for environmental protection of imported solid waste, which is applicable to the import management of smelting slag in the catalogue of imported solid waste that can be used as raw materials.

In this revision, the foreword, scope, normative references, control requirements, inspection and other aspects of gb16487.2-2005 have been properly modified. In the control requirements, the radioactive control requirements, hazardous waste control requirements and general inclusion control requirements are mainly revised.

This standard was issued once on July 29, 1996.

This standard was issued twice on December 14, 2005.

This standard is revised by the Department of soil environment management and the Department of science and technology standards of the Ministry of environmental protection.

Control standard for environmental protection of imported solid wastes as raw materials smelting slag

1. scope

This standard specifies the environmental protection control requirements for imported smelting slag.

This standard is applicable to the import management of smelting slag with the following customs commodity numbers:

3. definition

This standard adopts the following definitions:

3.1 inclusion carried waste

Other substances mixed into the imported smelting slag in the process of generation, collection, packaging and transportation (excluding the packaging of the imported smelting slag and other substances to be used in the transportation process).

4. Control standards and requirements

4.1 radioactive pollution control of imported smelting slag shall meet the following requirements:

(1) It is forbidden to mix radioactive waste;

(2) The external radiation penetrating radiation value (γ) of smelting slag (including package / container) shall not exceed 3 times of the background value of the place where the import port is located;

(3) The radioactive contamination level of α and β on the surface of smelting slag is as follows: the average value of the larger detection level of 300cm2 on any part of the surface α is not more than 0.04bq/cm2, β is not more than 0.4bq/cm2;

(4) The specific activity of radionuclides in smelting slag shall be lower than the limit value in Table 1.

4.2 it is forbidden to mix waste bombs, shells and other explosive weapons and ammunition in smelting slag.

4.3 it is forbidden to import vanadium bearing slag, slag and residue, including vanadium containing waste catalyst.

4.4 the following inclusions shall be strictly limited in smelting slag, and the total weight shall not exceed 0.01% of the weight of imported smelting slag.

(1) Closed container;

(2) Substances identified as hazardous waste according to gb5085;

(3) Other wastes in the national hazardous waste list.

4.5 in addition to the wastes listed in the above articles, the mixing of other inclusions (including wood waste, waste paper, waste plastic, waste rubber, waste glass, waste catalyst and other wastes) in smelting slag shall be limited, and the total weight shall not exceed 0.5% of the weight of imported smelting slag.

5. test

5.1 the inspection in Article 4.1 of this standard shall refer to sn0570.

5.2 article 4.4 (2) and article 4.4 (3) of this standard shall be inspected according to the method specified in gb5085.

5.3 the inspection of other clauses in this standard shall be carried out in accordance with sn0576.
